Non-payment is a frequent issue among subcontractors that has serious impacts. Now, the Victorian government is committed to implementing change and wants to hear your experiences and recommendations.

This is an important opportunity for us to seek to change Government policy and legislation by making submissions on how common the issue of non-payment in the construction industry is and recommendations to ensure participants in the construction industry are paid..

Who are we?
We are a group of organisations who deal with matters related to non-payment of subcontractors and are advocating reform of the Building and Construction Industry Security of Payment Act 2002 (VIC) (SOPA)

How can you contribute?
  • Fill out the template case submission regarding your experience with non-payment and email to [email protected]; or
  • Call our office on 03 9041 4674 and make an appointment for someone to take down your story;
  • Share this link with other construction subcontractors;
  • Donate your time or provide a monetary contribution.
What is our proposal to address non-payment?
  1. Implementation of statutory trust accounts to protect subcontractors against insolvency;
  2. Simplified reference dates – so that they arise expressly once a month and post-termination;
  3. Changes to definitions, including a change to the definition of work so that retention money can be recovered;
  4. Changes to ensure disputed variations are easier to recover;
  5. Changes to the definition of ‘Excluded Amounts’”
